MANTECH seeks a motivated, career and detail-oriented Configuration Management (CM) Specialist to support our operations in Portsmouth, VA.  This is an onsite position.

In this role, you will be responsible for the portfolio management of all facility-related control systems, overseeing the entire lifecycle of these assets from acquisition to disposal. This role is central to establishing and maintaining the integrity of all configuration data, ensuring assets are accurately tracked, managed, and optimized across the Shore Infrastructure Logistics Center (SILC) portfolio management.

Responsibilities include but are not limited to:

  • Establish and oversee the asset portfolio for all facility-related control systems. Manage the complete lifecycle of all configuration items (CIs)—including hardware, software, and firmware—from initial acquisition and deployment through technology refresh and eventual decommissioning.

  • Manage and maintain the configuration management database (CMDB), likely within IBM Maximo or a similar USCG-mandated system, ensuring it serves as the single source of truth for the asset portfolio.

  • Collaborate with field technicians to collect, validate, and import asset data. Develop processes to ensure data integrity as it is entered into the CMDB.

  • Develop, document, and implement CM and lifecycle management processes, procedures, and governance models in line with USCG directives.

  • Liaise with USCG base and facility engineers to identify and document Base Operating Support (BOS) contracts and other vendor agreements, correlating them to assets within the portfolio.

  • Generate regular and ad-hoc reports on the health, status, and lifecycle of the asset portfolio. Utilize M365/SharePoint, Power BI, and Power Apps to create insightful dashboards and visualizations for leadership.

  • Govern the change control process, ensuring that all changes to CIs are documented, approved, and reflected accurately in the CMDB.

  • Conduct periodic audits to verify the physical inventory against the CMDB, ensuring compliance with established standards and tracking the lifecycle status of assets

Minimum Qualifications:

  • Bachelor’s degree

  • 3+ years of configuration management experience

  • Proficiency with Microsoft 365, SharePoint, Power Apps, Power BI, and Power Automate for data visualization, reporting, and process automation

  • Familiarity with Industrial Control Systems (ICS), Operational Technology (OT), or other facility-related control systems

  • Experience reviewing and interpreting technical contracts and vendor agreements

  • ITIL Foundation or higher certification, with a focus on Service Asset and Configuration Management

Preferred Qualifications:

  • Previous experience working with the U.S. Coast Guard or other Department of Defense (DoD) agencies is highly preferred

  • Experience working with IBM Maximo

Security Clearance:

  • Must have a current and active DOD Secret Security Clearance

Physical Requirements:

  • The person in this position must be able to remain in a stationary position 50% of the time.

  • Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
